Cluster munitions refer to bombs that drop smaller explosives that can spread to a very wide area, risking indiscriminate attacks and harming civilians. Currently, 123 countries have signed a convention to ban this type of munition, because of concerns of it violating International Humanitarian Law. However, the US nonetheless decided to send cluster munitions to Ukraine, with President Joe Biden saying that it is a "difficult decision" and citing the lack of munitions currently possessed by the Ukrainian Armed Forces.
